THE INFLUENCE OF PERCEIVED ENVIRONMENTAL UNCERTAINTY IN THE WAVE ENERGY SECTOR A case study of the emergent Finnish wave energy companies

Abstract

With increasing global energy consumption and the requirement for less pollutant production technologies, the successful integration of new renewable energy technologies in energy production is crucial. Companies working with these emergent renewable energy technologies face an unstable and complex operating environment, and environmental uncertainty is arguably one of the major barriers of breakthrough. One of these technologies, with a vast and still untapped potential, is wave energy. The purpose of the study was to find out how environmental uncertainty is perceived in the wave energy industry and how it influences wave energy companies.

The theoretical framework of the study was based on previous research on uncertainties in the renewable energy sector and on the research of regulatory uncertainty in the wave energy sector. Qualitative methodology was used in the study with the empirical data collected from semi-structured interviews with four representatives of three companies involved in wave energy in Finland.

The research concludes that the wave energy actors face formidable environmental uncertainty. Due to the capital-intensive nature of energy production and the early stage of development of the wave energy industry, the wave energy actors are still dependent on external financing, and resulting from the impact that political actors and policy changes can have on this, the perceived political and financial uncertainty were found to be significant. However, technological uncertainty was found to be the major source of uncertainty, as much of the other sources of uncertainty were based on uncertainty about the overall development of the wave energy production technologies and the industry, the role of wave energy in global energy production and technical issues. The general approach on environmental uncertainties for the Finnish wave energy sector was found to be pragmatic and adaptive. The research enables a discussion on managerial practices in the wave energy sector and provides the industry actors with an opportunity to reflect on their perceptions of uncertainty and how those perceptions influence their management.

Maailmanlaajuisen energiankulutuksen lisääntyessä ja puhtaiden energiantuotantomuotojen tarpeen kasvaessa, uusien uusiutuvien energiantuotantoteknologioiden menestyksekäs integraatio energiantuotannossa on ratkaisevaa. Näiden kehittyvien energiantuotantoteknologioiden parissa työskentelevien yritysten liiketoimintaympäristö on epävakaa ja monimutkainen, ja tämä ympäristön epävarmuus on yksi merkittävin este näiden yritysten menestykselle ja lisääntyvän energiantarpeen tyydyttämiselle.

Tutkimuksen teoreettinen viitekehys pohjautuu aikaisempaan tutkimukseen ympäristön epävarmuuksista uusiutuvan energian -alalla ja regulaation epävarmuuteen aaltoenergia-alalla. Tutkimus toteutettiin laadullisin menetelmin ja tutkimusaineisto kerättiin puolistrukturoiduin haastatteluin haastattelemalla neljää henkilöä kolmesta aaltoenergia-alalla Suomessa toimivasta yrityksestä.

Tutkimuksen johtopäätös on, että aaltoenergia-alan toimijat kokevat huomattavaa epävarmuutta toimintaympäristössään. Energiantuotannon pääomavaltaisen luonteen ja aaltoenergia-alan ollessa vielä alkuvaiheissaan, alan toimijat ovat vielä vahvasti riippuvaisia varsinaisen liiketoiminnan ulkopuolelta tulevasta rahoituksesta. Johtuen poliittisen toimijoiden ja poliittisten muutosten mahdollisuudesta vaikuttaa yritysten rahoitukseen, koettu poliittinen ja taloudellinen epävarmuus aaltoenergia-alalla on merkittävää. Suurin epävarmuustekijä liiketoimintaympäristössä aaltoenergia-alalla oli kuitenkin teknologia, sillä myös muut alan epävarmuustekijät pohjautuivat epävarmuuteen yleisestä aaltoenergian teknologioiden ja aaltoenergia-alan kehittymisestä, aaltoenergian roolista energiantuotannossa ja teknisistä haasteista. Suomalaisten aaltoenergia-alan toimijoiden yleistä suhtautumista ympäristön epävarmuuteen voi kuvailla pragmaattiseksi – yritysten toiminta keskittyi selkeästi vaikutettavissa olevien ongelmien ratkaisemiseen. Tutkimus avaa keskustelua johtamiskäytännöistä aaltoenergia-alalla ja tarjoaa alan toimijoille mahdollisuuden analysoida kokemuksiaan ympäristön epävarmuudesta ja miten koettu epävarmuus vaikuttaa omaan johtamiskäyttäytymiseen.
